The P3M3 framework consists of three distinct models: Portfolio Management (PfM3), Programme Management (PgM3), and Project Management (PjM3). Each model is structured into five maturity levels: Level 1 (awareness of process), Level 2 (repeatable process), Level 3 (defined process), Level 4 (managed process), and Level 5 (optimised process). Within each level, performance is evaluated across seven perspectives: organisational governance, benefits management, stakeholder management, resource management, management control, risk management, and finance management.
These models can be used individually or in combination, providing a foundation for organisations to develop targeted improvement plans. This approach enhances the effectiveness of delivering change and transformation across portfolios, programmes, and projects.
