About the course

Better Business Cases™ is a systematic and objective approach to all stages of the business case development process that sits alongside, and complements, HM Treasury’s Green Book guidance.

The purpose of the Foundation qualification is to confirm that you have sufficient knowledge and understanding of the guidance to be able to work effectively with, or as a member of, a team to develop a business case using the Five Case Model. The purpose of the Practitioner qualification is to confirm that you have sufficient understanding of the theory and application of the Five Case Model to allow you to effectively develop and produce a business case. A successful Practitioner candidate should be able to start applying the model to a real project.

The Foundation qualification is also a pre-requisite for the Practitioner qualification.

Duration

Course format

The blended learning course format is as follows:

  • BBC Foundation online learning access provided upon purchase
  • BBC Foundation exam: must be taken online via remote web proctor and pass confirmation received prior to attending your workshop
  • Three-day BBC Practitioner workshop including BBC Practitioner exam. You will sit this exam at the end of the Practitioner workshop

By the end of this learning you should understand the structure and key terminology of the model. Specifically:

  • The philosophy and underlying rationale of the Five Case Model
  • The different types of business case, their purpose, who is responsible for them and when they are required in the development of a spending proposal
  • The development of the business case in relation to other recognized and recommended best practice for programme and project management
  • The development lifecycle of a business case and the relationships between the five cases
  • Be able to apply the steps in the business case development framework, in order to support the production of a business case, using the Five Case Model, for a given scenario

BBC Practitioner three-day workshop

By the end of the Practitioner course you should be able to apply and understand how to tailor the Five Case Model effectively to the development of a business case within an organisation environment supporting the approach. The Practitioner exam will take place at the end of day three.

The BBC Foundation exam must be taken online via web proctor and pass confirmation received prior to attending your workshop (must be taken within 12 months of purchase).

The BBC Practitioner exam will take place at the end of your three-day workshop (must be taken within 12 months of purchase).

Exam format

Foundation

  • Multiple Choice
  • 50 questions
  • 25 marks or more required to pass (out of 50 available) - 50%
  • 40 minutes duration
  • Closed book

Practitioner

You must have passed the Foundation qualification in order to sit the Practitioner examination. The format of the Practitioner exam is as follows:

  • Objective testing
  • 4 questions per paper, with 20 marks available per question
  • 40 marks or more required to pass (out of 80 available) - 50%
  • 2 and a half hours duration
  • Open book exam (international guide to developing the project business case and international guide to developing the programme business case only)

The course is relevant to those responsible for developing and producing spending proposals or their assessment and approval; in particular:

  • Senior Responsible Owners (SROs), Programme Directors, EPMO/PMO leaders and Project Managers, responsible for successful business case development and programme and project delivery;
  • Directors of Finance, procurement and planning, responsible for the forward planning and prioritisation of spending proposals and delivering public value;
  • Members of approvals and management boards with responsibility for scrutinising or approving spending proposals

There are no formal pre-requisites for the Foundation qualification however in order to sit the Practitioner exam you must hold the Foundation qualification.
